It was designed by Glasgow architect James Sellars, whose grand works can be seen all over the city, including the House of Fraser’s department store building on Buchanan Street, and also the Stewart Memorial Fountain in Kelvingrove Park. On both the fountain the St. Andrews Halls, Sellars collaborated with sculptor John Mossman. Here he created four sets of crowd statues which adorn the surviving façade.

The hall lay derelict for a decade after the fire, until reconstruction work began to transform the space into the Mitchell Theatre and extend the adjoining library. The complex was completed in 1980 and is owned and operated by Glasgow City Council.
